Not so much a bug, but I believe this is something which if difficult for 
Osmarender to deal with.

effectively you have a circle (OK the island may not be a circle but you get my 
drift), and you want everything outside of it to be blue, but I'm not aware of 
any SVG to do such a thing.

I think the solution is in JOSM draw a big square round the island and tag it 
as natural = coastline, and then change the real coastline tags to natural = 
land

  I've used JOSM to download an area of interest, which is an island, and then

  I am aware that land should be on the left, and this is the case in JOSM.
  Reversing the way direction doesn't correct the problem.
