None of the OSM editors have a feature like this that I know of. The preferred data structure for representing a shared boundary such as a lakeshore and a park, or two neighboring counties is to use several a Multipolygon Relations. Have a look on the multipolygon wiki page for information on how to do this. http://wiki.openstreetmap.org/wiki/Multipolygon . It can get pretty complicated but will start to make a lot of sense once you think it through. By using multipolyons for areas with shared borders, snapping to an existing way becomes a non-issue because only one way is ever needed to represent a shared border.
As Samat mentioned, although there is not strict agreement about this in the project, many consider it incorrect for the borders of an area to share nodes or ways with the streets that border it.
