The TIGER address interpolation line files at 
http://www.census.gov/geo/www/tiger/tgrshp2009/tgrshp2009.html will do this.   
They only get you to the nearest block, but I don't know of any better public 
source.   For an improvement, combine the already created OSM addressing 
information to take precedence where it has been entered.

I am trying to find a local solution i.e. a database that is stored on my 
computer that I can update ever 6 months to a year.  I would like to create a 
all in one system without an internet connection.
