The TIGER address interpolation line files at http://www.census.gov/geo/www/tiger/tgrshp2009/tgrshp2009.html will do this. They only get you to the nearest block, but I don't know of any better public source. For an improvement, combine the already created OSM addressing information to take precedence where it has been entered.
