Actually, lightning rods prevent large lightning strikes, by encouraging a series of small discharges, without the potential building up to the point that a devastatingly-large lightning strike takes place.

For the other hand, it could be lightning conductors without any structure below: I live near a place (amenity=pedestrian, area=yes) with a lightning conductor in the middle 8-| And in many mountains they are near communication installations. > Do you have something else in mind?
