until all the desired relations are in place, most renderers are, so far
as i know, still using ref tags on the ways. i do agree that we should be
switching to relations but i don't think we're all the way there yet.

the long ref string displayed as a string w/o the enclosing oval, or
you may not see it rendered at all.
