There are debates about the appropriateness of such data, similar to
classifying a neighborhood "dangerous".
It's not ground verifiable; it's subjective, and does not really
belong in OSM IMHO.

In Spain, the list of "traffic black point" is maintained by Traffic
Authirities. So it's not subjective.
