I would probably go with a simple amenity=bus_hire. It's never been
used before but that shouldn't stop you.

If you have the time you could always document the way that you've
used it on the wiki
(https://wiki.openstreetmap.org/wiki/Tag:amenity=bus_hire) so that in
the future other can do similarly.
