Thanks to all for your replies. 

I agree that Footway seems to be the better choice. This is a pretty long 
bridge and distant from much in the way of urban amenities so I would prefer to 
cycle rather than walk over it, but to any causal observer I'm sure it looks 
like a sidewalk.
