Kernel upgrades are never and should never be done automatically because
they require a reboot.  They are most likely in the "ignore" section of
urpmi.  When kernel upgrades come out, I usually install them
eventually, but if there's no pressing reason (no security flaws), I
prefer to just keep my servers running.

I feel that it's pretty safe to upgrade kernels in RedHat anyway,
because they have done a lot of QA.  Check the change logs to see just
what the upgrade is all about and if it's worth your uptime.
