A lot of KVMs trap the signal of Ctrl being pressed twice, and then move into
a mode where you can control the KVM from the keyboard. Often, scroll lock
and caps lock flash to tell you that you are in this mode. No other keys on
the board or mouse work because it is all going to the KVM. Often simply
hitting Esc gets you out of it. If you are using a KVM, that might be your
problem.
