It is very important to understand that windows will only boot from the first partition of the first drive. Inserting a new windows partition in front of your system drive is a bad idea. Since you have PartitionMagic you can probably undo it and put the new partition behind instead.
This isn't the case with any Windows based on NT: NT4, Win2k, or XP. So you should be able to boot Windows anyway. I don't have a LILO config handy that can boot Windows -- just look up an example on-line. I'm sure it's in the LILO docs.
