There are several ways to deal with this. First, if you use hotplug it
should be able to automatically detect the usb device and automatically
load any needed modules. This is probably the best way to do it.

Also, if you're using RedHat you should be able to add the following to
your /etc/rc.local file:

modprobe usb-uhci usb-storage

It should be just about the same with any other distro.
