Make sure that "Client for Microsoft Networks" and "TCP/IP" are both
installed on the XP box -- this will be in the Network Control panel.
Then sharing a folder on the XP box is as easy as right-clicking on it
and selecting "Share Folder"

Install Samba on the Red Hat system -- RH9 already has packages for
this.  Samba has a lot of documentation and examples; try those out and
we'll help if you get stuck.
