On FC2 there's a package called "system-config-network". Run that as root and you should be able to add a new Modem connection--it guides you through all the steps quite nicely.

The only trouble is that Linux might not detect your modem, especially if it's not a "real" modem. Go to "linmodems.org" to read up more about this situation and what you might possibly be able to do to correct it.
