Anyone have any ideas? What is the best way to switch between a
static IP and DHCP?

On FC4, the easiest way is:
        yum install system-config-network

Then run system-config-network (either from the menus or from the command-line). Then you'll get a nice graphical interface that will allow you to change the network settings including gateway, static IP/DHCP stuff, etc. Let me know if you can't figure it out from there.
