Assuming that you're using kwrite...
1. open up a terminal. (Eterm, xterm, or whatever)
2. Type 'su' to switch to "root", and type in the password.  root has
the proper permissions.
3. Type kwrite /etc/grub.conf
4. Don't break stuff, save it, and exit.
5. Type 'exit' to stop being root.
6. Close the terminal.

I've also seen a program in KDE (Menu -> System Tools -> File Manager -
Super User Mode) that is a file manager with root privileges, though
personally, that scares me.
