MONTENEGRIN PRESIDENT MILO DJUKANOVIC:
AGREEMENT OR ELECTIONS

Podgorica � In case the sovereign bloc parties refuse the Democratic
Party of Socialists` (DPS) invitation, the elections will most certainly
follow � said Milo Djukanovic in his interview to the "Television of
Montenegro", while expressing his opinion on the Liberal Alliance of
Montenegro's (LSCG) decision non to support the minority Government.

Djukanovic said that such a reaction from the part of Liberals` did not
come as a surprise to him, and that the DPS took the initiative to
preserve the unity of the sovereign bloc.

The Belgrade Agreement enabled Montenegro to extend its rights and
obtain new advantages � said Djukanovic, pointing out that the Agreement
"by no means hinders the project of restoring Montenegrin statehood, but
quite on the contrary it represents a firm step toward the realization
of that aim".

Direct representation of Montenegrin interests is ensured � said
Djukanovic, as he expressed his hope that both the Parliament and
political public would support the Agreement


INTERNATIONAL CRISIS GROUP ANALYST PETER PALMER:
IMPORTANT FORMING OF NEW REFORM GOVERNMENT

Podgorica � The most important thing for Montenegro at this moment is
the forming of a new Government in order to carry out reforms, regarding
which all the pro-reform forces have to be responsible � said Palmer.

He said that the Agreement concerning the relations between Montenegro
and Serbia was merely a temporary solution, and it did not mean that
Montenegro eventually would not be independent.

The European Union (EU) agreed that in three years` time the citizens of
Montenegro would decide for themselves concerning that, and if they
chose independence, the world would finally have to accept that � said
Palmer.


BELGRADE AGREEMENT IN THE MONTENEGRIN PARLIAMENT:
PARLIAMENT DISCUSSION TODAY

Podgorica � Representatives of Montenegrin Parliament will discuss today
the Agreement concerning Initial basics for new relations between
Montenegro and Serbia.

The President of the Parliament Vesna Perovic, according to her
representative rights, scheduled the Republic Parliament Session.

The Podgorica`s media announced their participation in the discussion of
the President of the Republic Milo Djukanovic and the Prime Minister
Filip Vujanovic.


MONTENEGRIN RULING PARTY DPS REPRESENTATIVES CLUB:
UNANIMOUS SUPPORT TO THE AGREEMENT

Podgorica � The ruling Democratic Party of Socialists` (DPS)
representatives club supported the initiative of Montenegrin President
Milo Djukanovic for the Montenegrin Parliament to state its decision
regarding the Agreement about the basics for reorganization of the
relations between Montenegro and Serbia.

The DPS representatives club supported the Agreement unanimously, which
was the act of support to the Montenegrin state organs` politics
concerning the restoration of its statehood, its democratic reforms and
its further international affirmation � as the DPS announcement quotes.

DPS spokesman Igor Luksic said that according to the DPS presidency's
opinion the bloc of parties dedicated to internationally recognized
Montenegro and its full independence should be preserved.



AMERICAN NATIONAL DEMOCRATIC INSTITUTE'S RESEARCH:
FOR COALITION DPS-SDP 45%, FOR YUGOSLAV COALITION 41% OF THE INTERVIEWED

Podgorica � Had the Parliamentary elections been held at the beginning
of March, before the signing of the Belgrade Agreement, the Montenegrin
ruling Democratic Party of Socialists  (DPS) would have gained 35% of
votes �state the latest results of the American National Democratic
Institute (NDI).

The ruling Montenegrin coalition "Victory is Montenegro's" would have
gained 45% of votes, while the opposition coalition "Together for
Yugoslavia" would have gained 41%, and the Liberal Alliance (LS) 11% of
votes.



MEETING OF MONTENEGRIN AND GERMAN BUSINESSMEN
BASIS FOR A LONG-TERM COLLABORATION

Podgorica � German and Montenegrin businessmen are interested in mutual
cooperation, revitalization of relations, and common investment � it was
said in the meeting of some fifty businessmen from Germany and their
Montenegrin colleagues.

The representatives of the German business delegation expressed their
interest in strengthening business collaboration between Germany and
Montenegro, the final outcome of which should be crowned by investments,
especially in small and middle business organizations.

The strategic choice of the Montenegrin Government is restoration of
business relations with Germany, the former key foreign-trade
Montenegrin partner � said the Vice-President of the Government Branimir
Gvozdenovic.

The Government is working intensively on redefining and realization of
the "Hermes" project, which should ensure the German Government's
guarantees for investments in Montenegro � said Gvozdenovic.


REPRESENTATIVES OF MONTENEGRIN AND SERBIAN GOVERNMENT TALKED WITH
INTERNATIONAL DONATORS
CONSIDERABLE HELP FOR ENERGETICS NECESSARY

Podgorica � Representatives of the Governments of Montenegro and Serbia
informed foreign donators at the "Rehabilitation of energy sector"
meeting in Belgrade that in this year also considerable help for the
energy sector would be necessary.

Without the help of the international community and their donations
Montenegro will not be able to settle the needs of its own electricity
consumption. This year's deficit of the electro-energetic balance in
Montenegro is planned for 1.336 GWh of 55 million Euro worth.

In the course of this year Montenegro will import for its own needs
around 300.000 tons of oil derivatives of approximately 76 million Euro
worth.

PREDSJEDNIK CRNE GORE MILO DJUKANOVIC:
DOGOVOR ILI IZBORI

Podgorica � Ukoliko partije suverenistickog bloka ne prihvate poziv
Demokratske partije socijalista (DPS), najvjerovatnije ce uslijediti
izbori - istakao je crnogorski predsjednik Milo Djukanovic u intervjuu
Televiziji Crne Gore, komentarisuci odluku Liberalnog saveza (LS) da
uskrati podrsku manjinskoj Vladi.

Predsjednik Djukanovic je rekao da ga takva reakcija liberala nije
iznenadila, a da je iz DPS-a pokrenuta inicijativa da se sacuva
jedinstvo suverenistickog bloka.

Beogradskim sporazumom Crna Gora je prosirila svoja prava i stekla nove
prednosti � izjavio je crnogorski predsjednik, dodajuci da Sporazum
"nikako ne znaci odustajanje od projekta obnove crnogorske drzavnosti,
vec je siguran korak do ostvarenja tog cilja".

Obezbijedjeno je direktno predstavljanje medjunarodnih interesa Crne
Gore � rekao je Djukanovic, izrazivsi ocekivanje da ce Sporazum dobiti
podrsku parlamenta i sire politicke javnosti.



ANALITICAR MEDJUNARODNE KRIZNE GRUPE PITER PARLMER:
VAZNO JE FORMIRATI NOVU REFORMSKU VLADU

Podgorica - Za Crnu Goru u ovom trenutku najvaznije je da se formira
nova vlada, kako bi se mogle sprovoditi reforme i  sve proreformske
snage za to moraju da budu odgovorne - ocjena je analiticara
Medjunarodne krizne grupe Pitera Parlmera.

Parlmer je kazao da je Sporazum o uredjenju odnosa Crne Gore i Srbije
samo privremeno rjesenje, sto ne znaci da Crna Gora nece konacno biti
nezavisna.

Evropska unija (EU) prihvatila je da ce o tome, nakon tri godine
odluciti crnogorski gradjani i ako njihov izbor bude nezavisnost, svijet
ce to konacno morati da prizna, zakljucio je Palmer.



BEOGRADSKI SPORAZUM PRED POSLANICIMA SKUPSTINE CRNE GORE
DANAS RASPRAVA U PARLAMENTU

Podgorica - Poslanici Skupstine Crne Gore danas ce razmatrati Sporazum o
polaznim osnovama za nove odnose Crne Gore i Srbije.

Sjednicu republickog Parlamenta, koristeci poslanicka ovlascenja, po
hitnom postupku zakazala je predsjednik Parlamenta Vesna Perovic.

Ucesce u parlamentarnoj raspravi predsjednika Republike Mila Djukanovica
i premijera Filipa Vujanovica najavili su podgoricki mediji.


KLUB POSLANIKA CRNOGORSKE VLADAJUCE DPS-a:
JEDNOGLASNA PODRSKA SPORAZUMU

Podgorica - Klub poslanika crnogorske vladajuce Demokratske partije
socijalista (DPS) podrzao je inicijativu predsjednika Republike Mila
Djukanovica, da se Skupstina Crne Gore izjasni o potpisanom Sporazumu o
polaznim osnovama o preuredjenju odnosa Crne Gore i Srbije.

Klub poslanika DPS-a jednoglasno je podrzao Sporazum, cime je iskazana
podrska politici drzavnih organa Crne Gore i obnovi njene drzavnosti,
demokratskih reformi i daljoj medjunarodnoj afirmaciji - navodi se u
saopstenju DPS-a.

Portparol DPS-a Igor Luksic izjavio je da je Predsjednistvo te partije
ocijenilo da treba sacuvati blok partija koje se zalazu za medjunarodno
priznatu Crnu Goru i njenu punu



ISTRAZIVANJE AMERICKOG NACIONALNOG DEMOKRATSKOG INSTITUTA:
ZA KOALICIJU DPS-SDP 45, A ZA JUGOSLOVENSKU KOALICIJU 41 ODSTO

Podgorica -  Da su parlamentarni izbori odrzani pocetkom marta, prije
potpisivanja beogradskog Sporazuma, crnogorska vladajuca Demokratska
partija socijalista (DPS) osvojila bi 35 odsto glasova - rezultati su
najnovijeg istrazivanja americkog Nacionalnog Demokratskog Instituta
(NDI).

Vladajuca crnogorska koalicija "Pobjeda je Crne Gore" osvojila bi 45
odsto glasova, dok bi opoziciona koalicija "Zajedno za Jugoslaviju"
dobila 41 odsto, a Liberalni savez (LS) 11 odsto glasova.


SUSRET NJEMACKIH I CRNOGORSKIH PRIVREDNIKA
TEMELJI DUGOROCNE SARADNJE

Podgorica -  Njemacki i crnogorski privrednici zaintersovani su za
medjusobnu saradnju, revitalizaciju odnosa i zajednicko investiranje -
konstatovano je u susretu pedesetak privrednika
iz Njemacke  sa kolegama iz Crne Gore.

Predstavnici njemacke privredne delegacije istakli su interes za
jacanje privredne saradnje Njemacke i Crne Gore, koja u skorije vrijeme
treba da bude krunisana investicijama, prije svega u malim i srednjim
preduzecima.

Stratesko opredjeljenje Vlade Crne Gore je obnova privrednih odnosa sa
Njemackom, nekadasnjim kljucnim spoljno-trgovinskim partnerom Crne Gore
- rekao je potpredsjednik Vlade Branimir Gvozdenovic.

U tom pravcu, Vlada intenzivno radi na definisanju i realizaciji
projekta "Hermes", koji treba da omoguci garancije njemacke vlade za
investicije u Crnoj Gori - istakao je Gvozdenovic.


PREDSTAVNICI VLADA CRNE GORE I SRBIJE RAZGOVARALI SA MEDJUNARODNIM
DONATORIMA
NEOPHODNA ZNACAJNA POMOC ZA ENERGETIKU

Podgorica - Predstavnici vlada Crne Gore i Srbije na skupu
"Rehabilizacija energetskog sektora"u Beogradu upoznali su strane
donatore, da ce i u ovoj godini biti neophodna znacajna pomoc za
energetski sektor.

Bez pomoci medjunarodne zajednice i donacija, Crna Gora nece moci
podmiriti potrebe sopstvene potrosnje struje. Ovogodisnji deficit
elektroenergetskog bilansa u Crnoj Gori planiran je na 1.336 gigavat
sati, vrijednih 55 miliona eura.

Crna Gora ce za svoje potrebe, u ovoj godini uvesti oko 300 hiljada tona
naftnih derivata, u vrijednosti oko 76 miliona eura.
