CONSTITUTIONAL CHARTER BY MID AUGUST
SOLANA TALKED WITH MONTENEGRIN PRESIDENT

Podgorica - After their talk in the Federation Palace last night,
Montenegrin President Milo Djukanovic and High Representative of the
European Union (EU) for Security and Foreign Policy Javier Solana
expressed their conviction that the constitutional charter of the future
state of Serbia and Montenegro might be drafted by mid August. After
that it would be forwarded to the parliaments of the FRY, Serbia and
Montenegro for an adoption.

Solana and Djukanovic estimated as very positive the agreement of the
governments of Serbia and Montenegro about the economic relations and
the harmonization of economic systems of Serbia and Montenegro with that
of the EU.

Montenegrin President confirmed that Solana did not come to Belgrade
with already prepared solutions.

Djukanovic said that by now conditions have been met for the Interior
Ministry (MUP) of Montenegro to take over the control of the borders
from the Yugoslavia Armed Forces, which is in accordance with previously
attained agreement at the session of the Supreme Council of Defense.

THE MONTENEGRIN PARLIAMENT
PRESIDENT AND JUDGES OF THE CONSTITUTIONAL COURT STILL NOT NOMINATED

Podgorica - The legislators in the Montenegrin Parliament with a
majority of votes turned down yesterday the nominees for new judges of
the Constitutional court, proposed by President of Montenegro Milo
Djuakanovic. The proposed nominees are Ph.D. Dragan Radonjic, Sreten
Ivanovic, Stanka Vucinic and Fetija Medjedovic.

The representatives of the Liberal Alliance (LS) and coalition "Together
for Yugoslavia" (ZZJ) adopted yesterday the report on the work of the
Commission for the investigation of statements published in Zagreb
newspaper "Nacional". They also refused to give their approval for
bringing charges against representative of the People's Party (NS)
Dragan Soc.

On the initiative of the Government of Montenegro, a set of eight laws
on education was withdrawn from the working schedule yesterday.

Speaker of Montenegrin Parliament Vesne Perovic is expected to have a
press conference today at 12.00. She announced that the Parliament's
session would be most probably held on Monday, July 29.


PRESIDENT DJUKANOVIC:
THERE WILL BE NO EARLY PARLIAMENTARY ELECTIONS UNTIL THE JUDGES OF THE
CONSTITUTIONAL COURT ARE ELECTED

Podgorica - President of Montenegro Milo Djukanovic stated that the
elections, regardless of the fact that they have been scheduled for
October 6, would take place only when all presuppositions for their
regular holding are created. In his interview to Television Montenegro
he defined the decision of the representatives of the coalition
"Together for Yugoslavia" (ZZJ) and the Liberal Alliance (LS) not to
give support to the proposed candidates for the position of judges in
the Constitutional court of Montenegro.

Djukanovic demanded of the Parliament to reconsider their decision about
the amendments to the Law on the nomination of committee members and
representatives, about changes and amendments to the Public Information
Law, as well as the Law on granting time for the presentation of
applicants to the electoral list in the media from the day of scheduling
elections until the electoral silence - states the announcement from the
President's cabinet.

SRDJAN DARMANOVIC:
THE ELECTIONS WILL NOT BE REGULAR WITHOUT THE CONSTITUTIONAL COURT

Podgorica - If we begin the elections without the Constitutional court,
they will not be regular - said political analyst Srdjan Darmanovic.

"The Constitutional court is the last level of jurisdiction for lodging
complaints in case of possible electoral irregularities" - explained
Darmanovic in his statement to MINA Agency.

The fact that proposed judges for the Constitutional court were not
elected yesterday in the Montenegrin Parliament represents, according to
him, the intention of the new parliamentary majority to impose by force
the nomination of the judges that they prefer.

USTAVNA POVELJA DO SREDINE AVGUSTA
SOLANA RAZGOVARAO SA CRNOGORSKIM PREDSJEDNIKOM

Podgorica- Crnogorski predsjednik Milo Djukanovic i visoki predstavnik
Evropske unije(EU) Havijer Solana, izrazili su sinoc nakon razgovora u
Palati federacije, uvjerenje da bi ustavna povelja buduce zajednicke
drzave Srbije i Crne Gore, mogla biti gotova do sredine avgusta, nakon
cega bi trebalo da bude upucena parlamentima SRJ, Srbije i Crne Gore na
usvajanje.

U tom razgovoru veoma pozitivnim ocijenjen je dogovor vlada Srbije i
Crne Gore o ekonomskim odnosima i harmonizaciji ekonomskih sistema
Srbije i Crne Gore sa EU. Predsjednik Crne Gore je potvrdio da Solana
juce u Beograd nije doputovao sa gotovim rjesenjima. .

Djukanovic je ocijenio da su se vec sada stekli uslovi da MUP Crne Gore
u skladu sa ranije postignutim dogovorom na sjednici Vrhovnog savjeta
odbrane preuzme kontrolu granica od Vojske Jugoslavije.


SKURSTINA CRNE GORE JUCE NIJE IZABRALA PREDSJEDNIKA I SUDIJE USTAVNOG
SUDA

Podgorica - Poslanici u skupstini Crne Gore juce su vecinom glasova
odbili predlog predsjednika Republike Mila Djukanovica da za nove sudije
Ustavnog suda budu izabrani prof.dr Dragan Radonjic, Sreten Ivanovic,
Stanka Vucinic i Fetija Medjedovic.

Poslanici Liberalnog saveza(LS) i koalicije "Za Jugoslaviju" juce su
usvojili i izvjestaj o radu Komisije za "Nacional" i odbili da daju
odobrenje za pokretanje krivicnog postupka protiv poslanika Narodne
stranke(NS) Dragana Soca.

Na inicijativu Vlade Crne Gore juce je sa dnevnog reda povucen set od
osam zakona, o obrazovanju.

Predsjednik crnogorskog parlamenta Vesna Perovic danas ce u 12 sati
odrzati konferenciju za novinare. Peroviceva je najavila da ce se
sjednica parlamenta odrzati najvjerovatnije u ponedjeljak, 29. jula.

VANREDNIH PARLAMETARNIH IZBORA NEMA DOK SE NE IZABERU SUDIJE USTAVNOG
SUDA, IZJAVIO PREDSJEDNIK REPUBLIKE MILO DJUKANOVIC

Podgorica -Predsjednik Crne Gore Milo Djukanovic je  izjavio da ce
izbori, bez obzira sto su zakazani za 6. oktobar, biti onda kada budu
ispunjene sve pretpostavke da se oni regularno zavrse. On je u izjavi
Televiziji Crne Gore, nazvao  "neodgovornom" odluku poslanika Koalicije
za Jugoslaviju(KZJ) i Liberalnog saveza (LS) da ne podrze predlozene
kandidate za sudije Ustavnog suda Crne Gore.

 Predsjednik  Djukanovic uputio je juce zahtjev Skupstini za ponovno
odlucivanje o zakonima o izmjenama i dopunama Zakona o izboru odbornika
i poslanika, izmjenama i dopunama Zakona o javnom informisanju, kao i
Zakonu o predstavljanju podnosilaca izbornih lista u medijima od dana
raspisivanja izbora do izborne sutnje - navodi se u saopstenju iz
predsjednikovog kabineta.



DARMANOVIC: IZBORI NECE BITI REGULARNI BEZ USTAVNOG SUDA

Podgorica -  Ako se u izbore udje bez Ustavnog suda, onda oni nece biti
regularni, ocijenio je politicki  analiticar Srdjan Darmanovic. "Ustavni
sud je poslednja zalbena instanca za eventualne izborne neregularnosti",
objasnio je Darmanovic u izjavi za agenciju MINA. On je ocijenio da je
jucerasnji neizbor sudija Ustavnog suda u crnogorskom parlamentu namjera
nove parlamentarne vecine da iznudi izbor onih sudija koje oni zele.

POTKOMISIJA ZA PISANJE USTAVNE POVELJE SASTACE SE SA EKSPERTIMA
VENECIJANSKE KOMISIJE

Podgorica - Potkomisija za pisanje ustavne povelje sastace se u utorak,
28 jula u Beogradu sa ekspertima Venecijanske komisije.

Clan crnogorske delegacije u potkomisiji Miodrag Vukovic izjavio je  da
"niko Podgorici i Beogradu ne moze nametnuti bilo kakva rjesenja", te da
ce konacan tekst povelje biti "izraz saglasnosti parlamenata Crne Gore i
Srbije".

Vratila mi je optimizam reakcija predstavnika srpskog i saveznog
parlamenta koji su rekli da sa "Venecijancima" mozemo razgovarati, ali
ne kao djaci i ucenici vec na ravnopravnoj osnovi" rekao je Vukovic i
ocijenio da svako "ko pokusa da nametne rjesenje sa strane potcjenjuje i
Srbiju i Crnu Goru".
