PRESIDENT OF MONTENEGRO MILO DJUKANOVIC TALKED WITH AMERICAN AMBASSADOR
TO BELGRADE WILLIAM MONTGOMERY CONSENSUS NEEDED IN ORDER TO HAVE THE
ELECTIONS HELD WHEN PREDICTED

Podgorica - Montenegro's President Milo Djukanovic and US Ambassador to
Belgrade William Montgomery talked in Podgorica yesterday about the
forthcoming parliamentary elections in Montenegro, scheduled for October
6.

All sides have to take care of Montenegro's interests and demonstrate
full flexibility in order to have the elections held in the predicted
term - Montgomery said.

President Djukanovic expressed his accordance with such an attitude. He
also said he was ready for an agreement, because all the participators
in the electoral process have to take the responsibility in order to
create the conditions for democratic and fair elections and for
overcoming of the current situation - states an announcement from the
President's cabinet.


JAVIER SOLANA`S SPECIAL ENVOY TALKED WITH MONTENEGRO'S PRESIDENT
DJUKANOVIC LAST NIGHT LEHNE CAME WITH THE EU MESSAGE URGING FAST
COMPLETION OF THE CHARTER

Podgorica - An envoy of High Representative of the European Union (EU)
Javier Solana, Stephan Lehne, had a meeting late last night in Podgorica
with Montenegro's President Milo Djukanovic. They talked about the EU
positions with regards to the completion of the charter as soon as
possible - informs Podgorica daily "Vijesti".

Lehne`s visit represents one of the usual contacts with the
representatives of governments and political parties in Podgorica and
Belgrade - Solana`s Spokesperson Christina Gallach stated for "Vijesti".

Lehne is going to repeat the EU position that the final version of the
constitutional charter must be completely in accordance with the
Belgrade Agreement, and it has to obtain the widest support possible
both from Podgorica and Belgrade - Gallach said.

She could nor specify the date of Solana`s arrival in Belgrade, but she
ascertained that it would be definitely during this week.


INTENSE DIPLOMATIC ACTIVITY OF MONTENEGRO'S REPRESENTATIVES AT THE
JOHANNESBURG SUMMIT VUJANOVIC TALKED WITH PRIME MINISTERS OF RUSSIA,
ALBANIA AND BiH

Podgorica - Montenegrin Premier Filip Vujanovic, the head of
Montenegro's delegation at the World Summit in Johannesburg, has been
involved in a dynamic diplomatic activity. He met with the Premiers of
Russia, Albania and Bosnia and Herzegovina - Mihail Kasyanov, Fatos Nano
and Dragan Mikerovic.

As a part of the Mediterranean initiative on the Sustainable Development
in Johannesburg, Vice President of Montenegro's Government Dragan
Djurovic, along with expert of the Non-governmental Organization (NGO) -
the Green, Branko Lukovac, presented the initiative of the international
program of the Ecological State of Montenegro.

It has been agreed that consultations about the Montenegrin initiative
for the international project of the realization of the concept of
Montenegro as an ecological state, in cooperation with the United
Nations (UN) Development Program, soon be held in Brussels.

HIGH REPRESENTATIVE OF THE COUNCIL OF EUROPE ROMAN JAKIC TALKED WITH
MONTENEGRIN OFFICIALS THE CHARTER AND THE MEDIA LAWS - ENTRANCE TICKET
TO THE COUNCIL OF EUROPE

Podgorica - Montenegro has fulfilled a part of its obligations for
entering the Council of Europe - it abolished the death penalty, it
prepared the media laws set, it initiated reforms in the areas of local
and state administration, police, and state security service - stated
Head of the Political Affairs Committee of the Council of Europe Roman
Jakic, after his meeting with the Montenegrin officials.

In his talk with Montenegro's President Milo Djukanovic, Jakic spoke
about the activities regarding the admission of the Federal Republic of
Yugoslavia (FRY) in the Council of Europe. That will be discussed at the
regular Summit in Paris on December 9.

Djukanovic expressed his dilemma regarding the purposefulness of
Montenegro and Serbia realizing that common goal through FRY, and
wondered if perhaps that should happen through the state union
constituted by the Belgrade.

Podgorica -  Predstojeci parlamentarni izbori u Crnoj Gori,  zakazani za
6. oktobar - tema je o kojoj su juce u Podgorici razgovarali crnogorski
predsjednik Milo Djukanovic i americki ambasador u Beograd Vilijam
Montgomeri.

Sve strane moraju povesti racuna o interesima Crne Gore i pokazati punu
fleksibilnost  kako bi izbori bili odrzani u predvidjenom roku - rekao
je Montgomeri.

Predsjednik Djukanovic saglasio se sa takvim pristupom i izrazio
spremnost za sporazum, zasto odgovornost moraju preuzeti svi ucesnici
izbornog procesa, kako bi se stvorili uslovi za demokratske i fer izbore
i prevazilazenje nastale situacije - navodi se u saopstenju iz Kabineta

Podgorica -  Stefan Lene, izaslanik visokog predstavnika Evropske unije
(EU) Havijera Solane, sinoc je kasno u Podgorici razgovarao sa
crnogorskim predsjednikom Milom Djukanovicem o stavovima EU da se rad na
ustavnoj povelji sto prije okonca - pisu podgoricke "Vijesti".

Posjeta Lenea samo je jedan od uobicajenih kontakata sa predstavnicima
vlada i politickih partija u Podgorici i Beogradu - izjavila je za
"Vijesti" Solanin portparol Kristina Galjak.

Lene ce ponoviti stav EU da konacna verzija ustavne povelje mora biti u
potpunosti saglasna sa Beogradskim sporazumom i da mora dobiti najsiru
podrsku Podgorice i Beograda - rekla je Galjak.

Galjak nije mogla da precizira datum najavljene Solanine posjete
Beogradu, ali je naglasila da ce to sigurno biti tokom ove sedmice.

INTENZIVNA DIPLOMATSKA AKTIVNOST CRNOGORSKIH PREDSTAVNIKA NA SAMITU U
JOHANESBURGU VUJANOVIC RAZGOVARAO SA PREMIJERIMA RUSIJE, ALBANIJE I BiH

 Podgorica- Crnogorski premijer Filip Vujanovic, koji je predvodio
delegaciju Crne Gore na samitu u Johanesburgu, imao je zivu diplomatsku
aktivnost. Vujanovic se susreo sa predsjedncima ruske,
bosanko-hercegovacke i albanske Vlade Mihailom Kasjanovim,  Draganom
Mikerovicem i Fatosom Nanom.

 U radu Mediteranske inicijative o odrzivom razvoju u Johanesburgu,
potpredsjednik crnogorske Vlade Dragan Djurovic i ekspert Nevladine
organizacije (NVO) Zelenih Branko Lukovac predstavili su inicijativu
medjunarodnog projekta Crne Gore kao ekoloske drzave.

Dogovoreno je da se uskoro u Briselu odrzi konsultacija o  crnogorskoj
inicijativi za medjunarodni projekat realizacije koncepta Crne Gore kao
ekoloske drzave, u saradnji sa programom za razvoj Ujedinjenih nacija
(UN). VISOKI PREDSTAVNIK SAVJETA EVROPE ROMAN JAKIC RAZGOVARAO SA
CRNOGORSKIM ZVANICNICIMA POVELJA I MEDIJSKI ZAKONI - ULAZNICA U SAVJET

Podgorica -  Crna Gora je ispunila dio obaveza za prijem u Savjet Evrope
(SE) - ukidanjem smrtne kazne, pripremom seta medijskih zakona,
reformama u oblasti lokalane i drzavne uprave, policije i Sluzbe drzavne
bezbjednosti(SDB) - izjavio je na Press konferenciji predsjednik
Politickog odbora Parlamentarne skupstine SE Roman Jakic, nakon susreta
sa crnogorskim zvanicnicima.

U razgovoru sa crnogorskim presejdnikom Milom Djukanovicem, Jakic je
govorio o aktivnostima za prijem Savezne Republike Jugoslavije (SRJ) u
SE, o cemu ce se raspravljati na redovnom Samitu 9. septembra u Parizu.

Djukanovic je iznio dilemu da li je cjelishodno da Crna Gora i Srbija
ostvare taj svoj zajednicki cilj preko SRJ, ili preko drzavne zajednice
konstituisane Beogradskim sporazumom.

CRNOGORSKA DELEGACIJA U USTAVNOJ KOMISIJI ENERGICNO PROTIV PREPRAVKI
DOGOVORA DVIJE VLADE PREDLOG DOS-a NEMA PROLAZ

Podgorica -  Najnovija verzija Demokratske opozicije Srbije (DOS)
ustavne povelje ne moze dobiti podrsku crnogorske delegacije u Ustavnoj
komisiji, jer bi to znacilo odstupanje od Beogradskog sporazuma -
jednoglasan je zakljucak clanova crnogorske delegacije u Ustavnoj
komisiji.

Predstavnici Demokraske partije socijalista (DPS), Socijaldemokratske
partije (SDP), Liberalnog saveza (LS) i albanskih stranaka ocijenili su
da je verzija povelje koju su usaglasile vlade Crne Gore i Srbije dobra.

Crnogorska delegacija u Ustavnoj komisiji danas i sjutra sistematizovace
tekst povelje dvije vlade i najnoviji DOS-ov tekst, u smislu njihove
saglasnosti sa sporazumom od 14. marta, kako bi clanovi crnogorske
delegacije imali jedinstvene stavove na komisiji.

SKUPSTINA CRNE GORE DANAS NASTAVLJA RAD
NASTAVAK RASPRAVE O MEDIJSKIM ZAKONIMA

Podgorica -  Poslanici u Skupstini Crne Gore danas bi trebalo da nastave
raspravu o medijskim zakonima, koje je pripremila crnogorska radna grupa
za medije u saradnji sa strucnjacima Savjeta Evrope (SE).

Poslanici ce raspravljati i o Zakonu o amnestiji lica osudjenih za
krivicna djela propisana zakonima Republike Crne Gore.
