CONSTITUTIONAL COMMISSION CO-CHAIRMEN ANNOUNCED NEW MEETING FOR OCTOBER
23RD ABOUT THE MANNER OF VOTE FOR THE PARLIAMENT MEMBERS, AFTER THE
ELECTIONS

Podgorica - The Constitutional Commission Co-Chairmen failed to reach
agreement on the last remaining pending issue - manner of election of
the future state union parliament members, Podgorica daily "Vijesti"
reported.

At the meeting held in the Parliament of Montenegro, it has been agreed
that next meeting will be held on October 23rd. Two days after that date
the Subcommittee session should be held to prepare the Charter text and
offer it to the Commission for adoption.

It has been concluded that after the elections in Montenegro it would be
possible to define in the Charter whether the elections will be direct
or only stipulated that it would be left to the laws of the member
stares.

PARLIAMENTS OF THE MEMBER STATES WILL DECIDE ABOUT THE ELECTORAL MODEL

Podgorica- The Resident of Montenegro Milo Djukanovic said yesterday in
Bjelo Polje that Montenegro wanted to adopt the law in its Parliament
prescribing the manner of election of the future sate union members of
parliament, Mina agency reported.

"We do not accept it to be prescribed by the document named
Constitutional Charter", Djukanovic told journalists. President
Djukanovic said that Montenegrin authorities regarded that as
introduction of unitary elements into the character of the state union
projected by the Belgrade Agreement.

"According to our opinion, the Belgrade Agreement has projected the
state union of Serbia and Montenegro dominantly as a union," Djukanovic
said.


SLOVAKIAN AMBASSADOR MIROSLAV LAJCAK VISITED THE PARLIAMENT SPEAKER,
PRIME MINISTER AND DEPUTY PRIME MINISTER

Podgorica - The Parliament Speaker Vesna Perovic, Prime Minister Filip
Vujanovic, and Deputy Prime Minister Dragan Djurovic had talks yesterday
with the Ambassador of Slovak Republic in FRY, Miroslav Lajcek, media
from Podgorica reported.

Perovic told Lajcek that the possibility for the reform to begin and a
regime with completely new vision to be formed would depend on the
outcome of the elections. She informed the guest that the Parliament of
Montenegro would have the majority for the adoption of the
Constitutional Charter in any case.

Prime Minister Vujanovic and Ambassador Lajcek stated that it would "in
the best interest of everybody" if the Charter was adopted as soon as
possible, while Djurovic expressed his expectation that a stable
Government "that would intensively continue with the commenced economic
and political reforms" would be formed after October 20th.

KOPREDSJEDAVAJUCI KOMISIJE ZA PISANJE USTAVNE POVELJE  NAJAVILI NOVI
SASTANAK 23. OKTOBRA O NACINU GLASANJA POSLANIKA,POSLIJE IZBORA


Podgorica - Kopredsjednici Komisije za pisanje Ustavne povelje juce
nijesu uspjeli da se saglase oko jedinog preostalog spornog pitanja -
nacina izbora poslanika u parlament buduce drzavne zajednice, pisu
podgoricke "Vijesti".

Na sastanku odrzanom u Skuptine Crne Gore, dogovoreno je  da se ponovo
sastanu 23. oktobra. Dva dana nakon toga trebalo bi da bude odrzana
sjednica potkomisije koja bi pripremila tekst Povelje i ponudila ga
Komisiji na usvajanje. Zakljuceno je da ce tada, nakon okoncanja izbora
u Crnoj Gori, biti moguce definisati da li ce u samoj Povelji stajati da
izbori budu neposredni ili ce samo biti propisano da ce to biti
ostavljeno zakonima drzava clanica.

DRZAVA CLANICA ODLUCUJU O IZBORNOM MODELU


Podgorica- Crnogorski predsjednik Milo Djukanovic izjavio je juce u
Bijelom Polju , da Crna Gora trazi da u svom  Parlamentu donese zakon
kojim ce biti propisan nacin izbora poslanika u parlament buduce drzavne
zajednice Srbije i Crne Gore, kako prenosi agencija Mina.

"Ne prihvatamo da se to propisuje aktom koji se zove Ustavna povelja",
izjavio je Djukanovic novinarima. Predsjednik Djukanovic je kazao da
crnogorska vlast to smatra unosenjem unitarnih elemenata u karakter
drzavne zajednice koji je projektovan beogradskim Sporazumom.
"Beogradski Sporazum je drzavnu zajednicu Srbije i Crne Gore , prema
nasem vidjenju, projektovao dominantno kao uniju", rekao je Djukanovic.


AMBASADOR SLOVACKE MIROSLAV LAJCAK U POSJETI PREDSJEDNIKU SKUPSTINE,
PREMIJERU I POTPRESJEDNIKU VLADE


Podgorica - Predsjednica Skupstine Vesna Perovic, premijer Filip
Vujanovic i potpredsjednik Vlade Dragan Djurovic razgovarali su juce sa
ambasadorom Slovacke u SRJ Miroslavom Lajcakom, picu podgoricki mediji.

Peroviceva je Lajcaku saopstila da ce od ishoda izbora zavisiti
mogucnost pocetka reformi  i formiranje vlasti sa potpuno novom vizijom.
Ona je gostu prenijela i da ce u crnogorskom parlamentu svakako
postojati vecina za usvajanje Ustavne povelje.

Premijer Vujanovic i ambasador Lajcak su konstatovali da je "u interesu
svih" da se Povelja sto prije usvoji, dok je Djurovic izrazio ocekivanja
da ce nakon 20. oktobra biti formirana stabilna Vlada "koja ce
intenzivno nastaviti sa zapocetim ekonomskim i politickim reformama".



GENERALNI SEKRETAR UN KOFI ANAN O  PREVLACI

Podgorica-Generalni sekretar Ujedinjenih nacija (UN) Kofi Anan je
ocijenio da su Hrvatska i SR Jugoslavija odnosno Srbija i Crna Gora
,pred rjesenjem spora oko Prevlake i zbog toga predlozio Savjetu
bezbednosti UN da donese odluku da mandat posmatracima UN na Prevlaci
bude okoncan do 15. decembra. Predsjednik Vlade Crne Gore u ostavci
Filip Vujanovic je izjavio Radiju "Slobodna Evropa" da Crna Gora sa
Hrvatskom "izvanredno saradjuje" i da smatra da bi misija posmatraca na
Prevlaci trebalo da bude uspjesno okoncana.



PREZENTACIJA  CRNOGORSKIH FIRMI NA JESENJEM SAJMU U TIRANI

Podgorica-Na  Medjunarodnom jesenjem sajmu, koji se danas otvara u
Tirani, ucestvuju vise crnogorskih kompanija. Kako je saopstila
Privredna komora Crne Gore(PKCG), na sajmu ce postojati stand na kojem
ce PKCG prezentirati reklamne materijale crnogorskih preduzeca.
