EXPECTING PRESIDENTIAL ELECTIONS IN MONTENEGRO:
MEDIA BLACKOUT STARTS AT MIDNIGHT

Podgorica - The media blackout, introducing the presidential elections
in Montenegro on December 22, is starting at midnight.

Eleven presidential candidates will address the citizens of Montenegro
today for the last time before the blackout begins. There are 456.981
citizens in Montenegro with the right to vote.

THE MONTENEGRIN HIGH OFFICIALS TALKED WITH SLOVENIA'S CONSUL TO
MONTENEGRO STEFAN CIGOJ: SUCCESSFUL DEVELOPMENT OF RELATIONS BETWEEN
MONTENEGRO AND SLOVENIA

Podgorica - Slovenia's Consul to Montenegro Stefan Cigoj paid a farewell
visit to Speaker of Montenegro's Parliament Filip Vujanovic.

Vujanovic thanked Cigoj for his exceptional contribution to the
development of relations between Montenegro and Slovenia. He also
expressed his assurance that the relations of the two republics would
continue to develop for the welfare of their economies and good
communication between their citizens.

The Slovenian Consul also met with the Vice President of Montenegro's
Government, also acting as Foreign Affairs Minister, Dragan Djurovic.
They expressed their mutual satisfaction with the past cooperation of
Slovenia and Montenegro.


HEAD OF THE COUNCIL OF THE CENTRAL BANK OF MONTENEGRO LJUBISA KRGOVIC:
THE IMF AND THE WORLD BANK DO NOT REQUIRE SERBIA'S NB TO BE MONTENEGRO'S
FISCAL AGENT

Podgorica - It is not true that the International Monetary Fund (IMF)
and the World Bank require from Montenegro to transfer their authorities
to the National Bank (NB) of Serbia, and to communicate with them
through Belgrade - said Head of the Council of the Central Bank of
Montenegro Ljubisa Krgovic.

Krgovic defined Serbia's draft Low on the implementation of the
Constitutional charter as unacceptable solution which puts Montenegro at
margins and places it in a subordinate position.

The solution must be sought in special arrangements, taking in
consideration the existence of more currencies and more fiscal agents in
one territory - said Krgovic.

He underlined that Montenegro's representatives insisted upon a model
that would provide to Montenegro favorable financial resources, and
added that Montenegro had fulfilled all its duties towards the
international organizations.

Podgorica - Izborna tisina, uoci predsjednickih izbora u Crnoj Gori 22.
decembra, pocinje danas u ponoc.

Jedanaest predsjednickih kandidata danas ce se posljednji put obratiti
crnogorskim gradjanima. Pravo glasa ima 456.981 gradjanin.


VISOKI CRNOGORSKI ZVANICNICI RAZGOVARALI SA SLOVENACKIM KONZULOM U CRNOJ
GORI STEFANOM CIGOJEM: USPJESAN RAZVOJ ODNOSA IZMEDJU CRNE GORE I
SLOVENIJE

Podgorica - Predsjednik crnogorskog Parlamenta Filip Vujanovic primio je
u oprostajnu posjetu konzula Republike Slovenije u Crnoj Gori Stefana
Cigoja.

Vujanovic je zahvalio Cigoju na izuzetnom doprinosu  razvoju odnosa Crne
Gore i Slovenije, izrazivsi uvjerenje da ce se odnosi dvije Republike i
dalje razvijati na dobrobit njihovih privreda  i dobre komunikacije
gradjana.

Sa slovenackim konzulom je razgovarao i  potpredsjednik crnogorske Vlade
i vrsilac duznosti ministra inostranih poslova Dragan Djurovic.Izrazeno
je obostrano zadovoljstvo dosadasnjom saradnjom Slovenije i Crne Gore.


PREDSJEDNIK SAVJETA CENTRALNE BANKE CRNE GORE LJUBISA KRGOVIC: MMF I
SVJETSKA BANKA NE TRAZE DA FISKALNI AGENT CRNE GORE BUDE NB SRBIJE

Podgorica - Nije tacno da Medjunarodni monetarni fond (MMF) i Svjetska
banka traze od Crne Gore da prenese ovlascenja na Narodnu banku Srbije i
da preko Beograda kontaktira sa ovim monetarnim institucijama - rekao je
predsjednik savjeta Centralne banke Crne Gore Ljubisa Krgovic.

Krgovic je srbijanski predlog zakona o sprovodjenju Ustavne povelje
ocijenio kao neprihvatljivo rjesenje koje Crnu Goru marginalizuje i
provincijalizuje i dovodi u podredjen polozaj.

Rjesenje se mora traziti u posebnim aranzmanima, uzimajuci u obzir
postojanje vise valuta i vise fiskalnih agenata na jednoj teritoriji -
rekao je Krgovic.

On je istakao da ce crnogorski predstavnici insistirati na formi koja ce
Crnoj Gori omoguciti povoljna finansijska sredstva i dodao da je Crna
Gora ispunila sve obaveze prema medjunarodnim finansijskim
organizacijama.


CRNOGORSKI MANDATAR MILO DJUKANOVIC OTKRIO SPOMENIK VALTAZARU BOGISICU
NA PLATOU ISPRED PRAVNOG FAKULTETA U PODGORICI: VELIKAN EVROPSKE PRAVNE
MISLI PONOVO U SVOJOJ DRUGOJ DOMOVINI

Podgorica - Crnogorski mandatar Milo Djukanovic juce je na platou ispred
Pravnog fakulteta u Podgorici, otkrio spomenik velikom slovenskom
pravniku i knjizevniku Valtazaru Bogisicu.

Drzava Crna Gora podizanjem ovog spomenika vraca dug velikom Valdu, kako
ga je u znak prisnosti i postovanja oslovljavao knjaz Nikola - rekao je
Djukanovic.

Djukanovic je istakao da spomenik svjedoci i o zavidnom pravnom
nasljedju Crne Gore i nivou njene savremene pravne misli koja je vjesnik
nase bliske evropske buducnosti.

Valtazar Bogisic, najznacajniji pravnik slovenskog juga, velikan
evropske pravne misli, ponovo je u svojoj drugoj domovini nakon jednog
vijeka - zakljucio je Djukanovic.
