THE CONSTITUTIONAL COMMISSION ADOPTED THE LAW ON THE IMPLEMENTATION OF THE CONSTITUTIONAL CHARTER: SEPARATE LAW ON THE ASSETS OF THE STATE UNION
Podgorica - After several hours of negotiations, the Constitutional commission adopted the Law on implementing the Constitutional charter yesterday evening, while the issue of the state union's assets are to be regulated by a separate Law. Within 60 days from the implementation the Constitutional charter, a commission will be formed to determine the proposed scope of the assets, which are to be used for performing the functions of the state union, assigned by the Charter. The commission is also expected to determine the scope and the manner of allocation of the remaining assets. The issue of electing representatives to the joint parliament remained unresolved, as well as the issue regarding the status of the presently employed in federal institutions. The Constitutional commission recommended that the vote on the Charter and the Law should be done separately, and that they should be adopted by the majority of the total number of the representatives. A PROJECT ON CIVIL DIPLOMATIC INITIATIVE PRESENTED IN BAR: A BOND BETWEEN MONTENEGRO AND EUROPE Podgorica - The representatives of the European Union (EU) met yesterday with the representatives of Montenegro's Ministry of Foreign Affairs and the local authorities of Bar, at King Nikola's Castle in Bar. The representatives of Civil Diplomatic Initiative (CDI), which implies a comprehensive cooperation with the rest of the world on a civic level, presented their project "Global Network". The project implies visits of distinguished European experts at Podgorica University, as well as presentation of Montenegro's projects in the European institutions. It is very important that CDI accepted the suggestion to unite three sectors: the civil society, the state level and the international public - stated EU president Ron Hermann, who also proposed that the implementation of the first project should begin on Europe Day, May 9. In Montenegrin USTAVNA KOMISIJA USVOJILA ZAKON O SPROVODJENJU POVELJE: O IMOVINI DRZAVNE ZAJEDNICE - POSEBAN ZAKON Podgorica - Ustavna komisija sinoc je, nakon visecasovnog rada, usvojila Zakon o sprovodjenju Ustavne povelje, dok ce pitanja imovine drzavne zajednice bice regulisana posebnim zakonom. U roku od 60 dana od stupanja Povelje na snagu, formirace se komisija koja ce utvrditi predlog obima imovine koja ce sluziti za ostvarivanje funkcija drzavne zajednice, odredjenih Poveljom, kao obim i nacin raspodjele preostale imovine. Ostalo je nerijeseno pitanje izbora poslanika u zajednicki parlament, kao i pitanje statusa trenutno zaposlenih u saveznim organima. Komisija je preporucila da se o Povelji i Zakonu glasa odvojeno i da budu usvojeni vecinom od ukupnog broja poslanika. U BARU PREDSTAVLJEN PROJEKAT CIVILNE DIPLOMATSKE INICIJATIVE: SPONA CRNE GORE I EVROPE Podgorica - Predstavnici Evropske unije (EU) juce su, u Dvorcu kralja Nikole u Baru, razgovarali sa predstavnicima crnogorskog Ministarstva inostranih poslova i barske lokalne uprave. Predstavnici Civilne diplomatske inicijative (CDI), koja podrazumijeva svestranu saradnju sa svijetom na gradjanskom nivou, prezentovali su projekat "Globalna mreza", - gostovanja uglednih evropskih eksperata na podgorickom Univerzitetu, kao i predstavljanje crnogoskih projekata u evropskim institucijama. Jako je vazno sto je CDI prihvatio sugestiju da ujedini tri sektora: civilvo drustvo, drzavni nivo i medjunarodnu javnost - rekao je predstavnik EU Ron Herman i predlozio da realizacija prvog projekta pocne 9. maja, na Dan Evrope.
