Russia Will Insist on Decisive Measures in Kosovo and Latvia

MOSCOW, April 19. The Russian delegation to the Council of Europe Parliamentary Assembly will in its report touch on the situations in Kosovo and Latvia, according to the head of the delegation and chairman of the Duma Foreign Affairs Committee, Konstantin Kosachev.

Speaking to journalists Monday, Kosachev said Russia felt that the NATO contingent in Kosovo was not meeting its obligations. He said it was therefore necessary to bring those responsible for the disorder there to account, as well as to disarm Albanian militias.

In addition, he said that the Russian delegation would touch on the situation concerning linguistic reform in Latvia. In Kosachev's view, there are currently not enough qualified specialists in Latvia able to instruct exclusively in the official government language. As a result, Russia will propose that reforms be delayed for two to three years, as was done in Estonia.

Kosachev said that the session of the Council of Europe Parliamentary Assembly would also discuss the situation in Belarus, in particular the disappearance of people in the republic. The Parliamentary Assembly will be held April 26-30.
