Bolton warns of unilateral moves risks

MOSCOW -- The future status of Kosovo should be determined through 
talks, former U.S. Ambassador to the UN John Bolton says.

"I do not believe that the negotiations would be easy, but it is much 
more desirable to have the UN Security Council make this decision than 
to leave it to the European Union," said Bolton in a statement to 
Russia's English-language channel Russia Today.

Bolton, who is a Republican, said that both Serbs and Albanians should 
understand that they might not get the most of what they want.

According to him, the most controversial aspect of the U.S. and the EU 
positions in the crisis is that they allow the Kosovo Albanians to state 
that "if they do not get what they want they will proclaim independence 
unilaterally."

Bolton believes that a partition of Serbia, which struggles to create 
conditions for a democratic society, would increase the risk of 
instability, and that a unilateral declaration of independence is 
"rather risky, as that this could destabilize other region countries, 
such as Montenegro and Macedonia."
