Dear Congressman Royce:
I attended and participated in your Town Hall meeting and raised the issue
of Kosovo’s “independence” and the concern that I and my family have over
this clearly illegal action on the part of the Bush Administration.
I will once more clarify my declaration and definition of “Illegal”;
1. The United States government signed the United Nations’ Charter
(1945) and the treaty was ratified by the Senate in accordance with our
Constitution. This action thereby brings the UN Charter into our set of
laws and with the full faith and effect of a law passed by the Congress and
signed by the President. The United Nations Charter recognized the
national borders of the member States. Serbia, the successor party to the
former Yugoslavia, a member of the United Nations now (by declaration of
President Bush) finds itself deprived of 15% of its territory due to the
illegal secession of the Province of Kosovo.
2. The Helsinki Final Act (1975), again with the United States
participation, re-affirmed the national borders of Yugoslavia/Serbia.
3. The United Nations Security Council Resolution 1244 (1999) in an
effort to end the conflict in Serbia and with the United States
Representative signing his approval, also holds that Kosovo is part of
Serbia and not an independent State. Independence was not contemplated by
that Resolution.
During the Town Hall meeting, which I also recall was attended by a
representative of CNN News; you indicated clearly that you did not have a
preference to become mired in the issue and disputes remaining in the
Balkans. Unfortunately, as a member of the House Foreign Affairs Committee,
it is your duty under our form of ‘balanced authority’ of government (e.g.
Executive, Legislative, Judicial) it is a responsibility for you to stand
and address the latest action of the part of the Bush Administration, namely
the providing of arms to this break-away element.
Representative Royce, fewer than 30 nations have elected to recognize Kosovo
as independent. That is certainly not a representative proportion. As my
Congressman, I am making a direct request to you to rise and oppose the Bush
Administration’s recognition of Kosovo, and to add your name to support
Representative Melissa Bean’s legislation (revoking recognition.) Further,
again as my constitutional representative in the Congress, I directly
request that you become more directly involved in this critical
issue. Providing “Defense Articles and Defense Services” to Kosovo will
cause the US to become even more mired in the mud and the muck of the
Balkans, something we certainly do not need to do.
Sir, what will it take for you to join our effort? A petition? 10,000
names of voters? You know that this issue has been a concern of my
family’s for well over a decade and we have met with you and corresponded
with you repeatedly. Please read the attached news article on President
Bush’s memo to the State Department. At what point will the Congress, and
in particular the House Foreign Affairs Committee, decide to stand and say
“ENOUGH ALREADY!”
