Differing Kosovo, Serbia Views Hamper U.N.

The U.N. mission in Kosovo, which split from Serbia last year, says it is 
hindered in efforts to get the people together because of an impending court 
fight.

Serbia is fighting Kosovo's declaration of independence and a top United 
Nations official says the two sides are "inextricably caught" between the 
differing perceptions of the matter.

"Actions by Pristina and Belgrade (the capitals of Kosovo and Serbia) continue 
to be aimed at bolstering their respective legal positions before the court," 
said Lamberto Zannier, U.N. Secretary-General Ban Ki-moon's special 
representatative.

Zannier referred to an upcoming advisory opinion by the International Court of 
Justice on the legality of Kosovo's action.

"As a consequence our role, although aimed at promoting pragmatic solutions to 
existing problems, has not been an easy one to play," Zannier said.
