This time has been set aside for any person to express ideas, concerns, comments, questions or issues that are not on the agenda. . Please state your name and city of residence into the microphone. . Please limit your comments to three minutes. . State Law prohibits the Council from acting on items that do not appear on the agenda. . In this form of government, all City administrative personnel are under the direction of the Mayor, not the Council. Please discuss any concerns you may have regarding administrative staff with the Mayor, Chief Administrative Officer, or Department Directors.

The Council respectfully requests that citizens help maintain the decorum of the meeting by turning off electronic devices, refraining from applauding, and being respectful during the proceedings of the meeting.

   A.    Board Appointments.
1. A resolution consenting to the appointment of Robert R. Rhodes to the Energy Board. 2. A resolution consenting to the appointment of Arturo Dante Soza as an alternate member of the Planning Commission.

B. _An ordinance *amending*_ Section 2.29.030 <http://www.provo.org/userfiles/downloads/council/title_2_b.pdf>, Provo City Code, *_to require Neighborhood Chair election after a two-year term. _Note: it used to be an unlimited term -- you had to petition for a new election -- now there will be regular elections (every 2 years) just like any other elected official!*

8. Action Items
A. A *public hearing* to consider a resolution deleting Energy Rates Schedules 5 and 9 from the Provo City Consolidated Fee Schedule. B. A *public hearing* to consider a resolution appropriating $69,642 in the Parks and Recreation Capital Improvement Fund for capital expenses and applying to the fiscal year ending June 30, 2011. C. A resolution authorizing the issuance of up to $6.5 million of General Obligation Library Refunding Bonds and authorizing the execution and delivery of certain documents in connection with the issuance of the bonds; and related matters.

D. A resolution authorizing the execution of an Interlocal Cooperation Agreement to authorize Provo City's participation in the Utah Valley HOME Consortium in the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program for Federal fiscal years 2011, 2012, and 2013. E. A *public hearing* to consider a resolution adopting the 2009 Update to the Provo City General Plan.
