Harmless, but you could send email to the author of Time::ParseDate.
You could also remove the "my" on $j on line 743.

Here's a more complete error message:
News Clipper could not determine your home directory. On non-Windows
machines, News Clipper attempts to get your home directory using
getpwuid, then the HOME environment variable. On Windows machines,
it attempts to read the InstallDir registry entry at
"HKEY_LOCAL_MACHINE\\SOFTWARE\\Spinnaker Software\\News
Clipper\\$VERSION" then tries the HOME environment variable.
The registry entry should have been set when you did "perl
Makefile.PL", but there may be a bug there. You can try to debug
Makefile.PL, or set the registry entry yourself using regedit.
(InstallDir is a string entry, with the complete path to your News
Clipper installation directory in short form. You can try long file
names, but they may not work.)
