[newsletter] Notification of scaling down work - more newsletter collators required

Due to work pressures I will have to scale back and stop for the near future my work on OpenOffice.org. I have enjoyed working with everyone here and I hope everyone the best success for the future. I have produced a guide laying out the rough steps in producing the newsletter, attached to this document.
