Another way to test this idea of nocturnal migration in raptors loosely would be for birders in areas of the Great Basin/SW US to cover an isolated migrant trap over multiple days. Accipiters and kestrals commonly use these spots in migration. You wouldn't really know if a bird moved locally, but in places where there isn't another tree in 20-40 miles you may be able make an argument by the presence/absence of a bird at a migrant trap between days as a sign of nocturnal migration. Obviously, more could be said if an observer noted the presence/absence of an individual right at sunrise/sunset, which is entirely plausible at some of these migrant traps. I personally can't think of noticing this one way or the other in my time in Utah, but it might be something for other birders in the region to think about...
