Is it possible to detect this issue and instead of reporting outright
failure with a -1, log that there was a failure during final shutdown with a
0 vote instead of a -1? Then reviewers can evaluate if the patch in question
might have any reason to cause a shutdown hang, and give a -1 code review,
or I can say, yea, this patch really should have no capability of affecting
shutdown and add my own +1 Verify?

The problem is when I have not enough information to understand the failure,
I can't do much (plus, I can't override a -1 vote).

Yea, we need to fix these problems. The problem is how to make it important
enough to someone to fix them...

Maybe I'll try and have a look.

It would help if the CI could collect some information, which threads are
where or something...
