This should default to 0, still.

I've spent a pile of time getting NTIRPC to log exactly like Ganesha.
It calls through the ganesha logging. It now uses similar flags
(having added events some time ago, and warnings a couple of weeks ago).
Ganesha currently has TIRPC logging default set to NIV_EVENT, but it
took me weeks to figure out that somebody had blocked NIV_EVENT and
special cased it to no logging at all.... Unacceptable!
NTIRPC should configure exactly like Ganesha. It's less confusing.
And when Swen was trying to report a problem, he shouldn't have to add
more stuff to his configuration. It should log errors, warnings, and
events -- just like Ganesha -- so we can readily confirm and fix.
There's no flood of warnings. There are currently only 6 warnings and
only 1 event in the NTIRPC code. I've only rarely seen any of them,
even with full_debug. All of them have proven important.
