Up to and including latest nfsen stable/snapshots the apache can not run
chrooted, as the webserver needs to access several files outside the OpenBSD
chroot. The upcoming snapshot around Feb07 is able to run inside the OpenBSD
chrooted apache. As a workaround you need to start httpd with the flag -u
unless the breaks your other web apps of course.
