I am using Cacti Version: 0.8.7g, Plugin Architecture Version: 2.9 on Debian.
I installed it just now without problems, so I can attest that it works with the older version. I had to ignore the README that went with "ntop" and remember to give myself rights to the plugin in "User Management". All it seems to do is embed the normal NFSEN screen in a Cacti tab.
