You can build lists of IP addresses per content provider starting from the
provider's ASN. You can use tools from RIPE or ARIN to extract the prefixes
under an ASN. This will give you a rough estimate of where the data is
going, but not what the data is. A video stream will have a lot of packets,
a rather high duration and a lot of total bytes. You could filter by those
values, but it works best if you don't use sampling.
