Well, not really. There is no need for a trailing dot for a domain name to be fully qualified. The "example.com" domain _is_ fully qualified. The trailing dot is just used by some software to indicate fully qualified names. It looks like it's something specifically mentioned by RFC 3986 though, http://tools.ietf.org/html/rfc3986#section-3.2.2: The rightmost domain label of a fully qualified domain name in DNS may be followed by a single "." and should be if it is necessary to distinguish between the complete domain name and some local domain.
