Basic test showed it work on 1.17 with my old 1.14 config.
But is there any official announcement that the nginx has backward 
compatibility from X version to Y version?

I would say, install a box with 1.17, copy your config, and do a config test to 
see if it works 😊

I am planning to upgrade it to the latest 1.17 version.
My question is do nginx 1.14 and 1.17 have compatible configuration file 
formats?
Can I use whatever I configured before for 1.14 on 1.17 version?
