The silicone stuff is supposed to go on the back of the disc pads (not the
part that comes in contact with the rotor), to keep the metal parts from
making noise when rubbing.  As for the drum pads, there are a couple of
spots on the shoes that are metal to metal.  You can use the same stuff on
these parts, again *not* on the brake material or drum itself.
