If you have a newer browser it should warn you not to, but it's safer just to not click it. If you look at the link it's not a normal web URL. It's actually connecting you to an FTP server in Atlanta at 66.40.52.64, logging in as inbcon with the password 7833348 and then downloads the 9u23hf7h2f897h.htm file which the browser opens as a regular webpage. This file contains a script that attempts to insert malicious code in your browser.
