leaking oil is an old british bike thing, when it stops leaking, you need more oil.

Hi guys, I'm new here and recently bought a 1984 CB650SC that is leaking very small amounts of oil from where those half circles are. I can tell the previous owner had some plastic welds there. How serious of an issue is it and can I just follow your suggestion of using some silicon sealant. I just don't want to be covering a serious issue by plugging where it is leaking from.
