Usually an insurance company or wrecking yard/tow co. apply for salvage title of an abandoned vehicle. It could be stolen, as well, and he won't neccessarily find out. It should be a lot less if he got a salvage title, if you ask me.
It sounds wrong and I wouldn't pllunk down my money without some research and Carfax is a good beginning and also the Motor Vehicle records in Pa. I would be leary...
