That's where the "small tuneup" comes in.  Translated, probly means
carb overhaul.

Small dent could mean anything from a handlebar ding to I-dropped-the-
bike-in-gravel-and-slid-for-half-a-mile.

And, if it's been sitting up "awhile," how new is the "new" tire.

Craigslist-speak reminds me of somebody wanting to fix you up with a
blind date -- "She has a great personality..."

Be very wary.
