I will confirm you have an '83 assuming I am seeing your "Run/off" switch 
correctly. '83 is a rotating switch and after they went to a toggle.

Invest a little extra and get a dry battery from Autozone or Advance Auto.  
Worth the money.  I THINK the battery will fit in either way as far as +\- goes.

I disagree slightly with the choke.  On mine, when it is that warm outside 
(meaning all but damn cold outside) go full choke then back off just a touch 
when engine is cold.  You should not have to touch the throttle until it starts 
and then MAYBE a small rev (100-200 RPMs) and it will pick up and purr.  You 
will here it rev as it warms and you are off to the races.  I mean, be careful 
out there.  Assume EVERYONE is trying to kill you - always!
