Tommy, can you take a picture? The emulsion tube/needle jet slides into the carb from the venturi side and it is locked in place by the man jet from the fuel bowl. Or at least that is how it is on the carbs that don't just have it screw in from the bowl. In the later CV carbs the platter is the norm from what I've seen, but I don't have a 700s so I can't speak for sure.
