Here's a little bit of an update for anyone interested.
Apparently somewhere along the line the signal relay went out before and when I 
crossreferenced the relay part number that I pulled out, it originally came off 
of a late 60's model Camaro. So I priced the relay OEM from Honda and the high 
end was $71, where the aftermarket was $51, the Camaro relay, $15 on ebay. I'm 
expecting it Tuesday or Wednesday. :-)

It is normal for the running light in front to go out when the turn signal is 
activated. This makes the signal flash on an off, not just get brighter from 
the intermittent addition of the light from the second filament in the bulb.   
  
So at least that part of your bike is functioning normally.
