Dunno how you'd strip the clear without stripping or at least damaging the 
paint underneath. 

I'd have it sand blasted and go with the Color Rite $100 DIY solution 
(primer, base coat, color coat, clear coat), taking some time with it.  

At a minimum, use a polyurethane clear for fuel spill protection.  I've 
heard good things about Spraymax 2X Clear.
