Because the pre-flashes are fired through the main flash bulb.
If the flash head isn't pointing at the intended subject, as
in a bounced-flash situation, then the pre-flashes, if they
were fired, would be measuring the reflectivity of an
irrevelant object, which would have indeterminate results.
