I have some doubt whether this is really the case.  Consider the
following Nikon lenses:

200/2 EDIF
300/2 EDIF !!!
28/1.4 AFD
35/1.4 AIS
85/1.4 AFD
58/1.2 AIS

Consider also that Canon had the 200/1.8 in their older smaller diameter
FD mount before switching to the EF mount (only 1/3 stop faster than
Nikon's 200/2).  I think that Nikon's smaller mount diameter makes it
more difficult for them to design such lenses, but not impossible.
