Hello, Alexander! It looks like a very interesting document. I think the authorization we were talking about is not the DIA, i.e. "Dichiarazione di Inizio Attivita'" that means "declaration of the beginning of an activity", where "attivita'/activity" usually, AFAIK, refers to a commercial business (for example a store).
