Sorry, I don't understand.
Overall, it looks purely like a NixOS issue, not something NSS module
implementors should care about.
I'd say that allowing loading plugin libraries from a directory that can
be changed in runtime is not a bad idea for any pluggable architecture
anyway. But upstream maintainers may still reject it for no reason..
